Madagascar | Feasibility study – diaspora valorisation project

Madagascar is willing the make its diaspora one of its economic diplomacy pillars. AFD agreed to support the related Diaspora Engagement National Policy for the  (LPNED) and entrusted Red Mangrove with the feasibility study for a dedicated program. 

Our mandate consists in providing :

• A better understanding of the Malagasy Diaspora: its organisation in the countries of residence, its claims and difficulties.
• A description of activities to promote local development in Madagascar through diaspora initiatives and North-South partnerships.
• Recommendations to engage in a multi-actor dialogue and in a policy dialogue to facilitate the transfer of competences and improve the governance of migration
• A reflexion on a financial mechanism to encourage diaspora productive investments.
